When he reported for work at a D.C. VA hospital, young doctor Peter Morgan (Kiefer Sutherland) just wanted the hours before turning to private practice. As he becomes steeped in and sickened by the facility's cost-cutting, bottom-line administrative culture, he finds himself aligning with a clique of rebellious colleagues out to put their patients' needs first.
